The November 2025 blast near Delhi’s Red Fort, which killed 11 people, has been attributed to Al-Qaida in the Indian Subcontinent (AQIS) by the United Nations Security Council’s Analytical Support and Sanctions Monitoring Team. The assessment marks a significant international development in the investigation and highlights concerns over the terror group’s expanding capabilities across South Asia.
According to the UN monitoring report, AQIS has been evolving from a fragmented organisation into a regional terrorist entity. Rather than relying on large formations, the group is increasingly operating through small, decentralised cells supported by logistics and financial networks. The report identified the Red Fort attack as the clearest indication of AQIS’s growing operational capabilities.
The blast occurred on November 10, 2025, when a vehicle-borne improvised explosive device exploded near the historic Red Fort in Delhi. India’s National Investigation Agency (NIA) had previously identified Umar un-Nabi, a former assistant professor of medicine at Al-Falah University in Faridabad, as the primary perpetrator. He was killed in the explosion.
AQIS Expands Its Regional Footprint
The UN assessment said AQIS remains active in southeastern Afghanistan and is seeking opportunities to establish operational cells in Bangladesh. This development has raised concerns about the possibility of the organisation expanding its reach across South Asia.
The report said AQIS has increasingly adopted a decentralised structure, with small and scattered cells that can make detection and disruption more difficult for security agencies. Its logistics and financial networks are also a concern because they could help the organisation sustain operations despite continued counterterrorism pressure.
The UN assessment adds an international dimension to India’s earlier findings that the Red Fort attack was connected to an AQIS-inspired terror module.
Pakistan-Afghanistan Tensions Add to Regional Concerns
The report also highlighted growing tensions between Pakistan and Afghanistan, particularly over cross-border militant activity. It noted concerns about the Tehrik-e-Taliban Pakistan (TTP) and attacks against Pakistani security forces, which have contributed to military responses and heightened tensions along the border.
AQIS was also linked in the report to attacks attributed to Ittihad-ul-Mujahideen Pakistan in Khyber Pakhtunkhwa, including attacks involving suicide bombings and vehicle-borne explosives.
The assessment suggests that terrorist organisations are increasingly relying on affiliated groups, decentralised structures and umbrella organisations, making it harder for authorities to identify command structures and disrupt operations.
Terror Groups Exploring Artificial Intelligence
Another major concern raised by the UN monitoring team is the growing use of artificial intelligence by terrorist organisations and their supporters.
The report said some operatives have sought information from AI tools, including ChatGPT, concerning subjects such as bomb-making and target selection. It also highlighted the use of AI by Islamic State Khorasan Province (ISIL-K) to translate and distribute propaganda across multiple languages.
The UN further warned about terrorist groups’ continued interest in unconventional weapons. Materials concerning substances such as botulinum toxin and cyanide were reportedly identified in extremist publications, underlining continuing concerns over chemical and biological threats.
UN Sanctions Regime Also Sees Changes
The UN sanctions regime underwent several changes during the reporting period. Three individuals were added to the terrorism sanctions list, while seven were removed.
The Al-Nusrah Front, also known as Hay’at Tahrir al-Sham (HTS), was formally removed from the sanctions list on February 27, 2026.
The latest assessment underscores how terrorist organisations are adapting their financing, recruitment, communications and operational structures. For India, the UN’s attribution of the Red Fort blast to AQIS is particularly significant, as it places the deadly 2025 attack within a wider regional network of Al-Qaida-linked activity and highlights the continuing evolution of the terror threat in South Asia.
