Senior Haryana IPS Officer Y Puran Kumar Dies by Suicide, Leaves Will and Note Detailing Alleged Harassment

Chandigarh: Senior Haryana IPS officer Y Puran Kumar tragically ended his life at his home in Chandigarh on October 7, leaving behind a will and a 9-page suicide note that outlined allegations of harassment and administrative bias.

According to sources, Kumar sent the will and note to his wife, senior IAS officer Amneet P Kumar, the day before his death. At the time, Amneet was on official duty in Japan. Alarmed upon receiving the documents, she called her husband 15 times, but all calls went unanswered. Fearing for his safety, she then contacted their younger daughter, who rushed home from shopping, only to find her father lifeless on a recliner in the basement.

Circumstances of Death

The officer reportedly shot himself using his service revolver around 1:30 pm in a soundproof basement. Both the will and the suicide note were recovered from his body, with the note found in his pocket.

Contents of the Note and Allegations

In his suicide note, Kumar named 12 officers, including serving and retired IAS and IPS officials, accusing them of mental harassment, administrative bias, and caste discrimination. Among the allegations, he specifically targeted DGP Shatrujeet Singh Kapur, citing issues such as:

  • Objections to Puran Kumar receiving arrears, resulting in financial loss

  • Application of additional rules in allotting official accommodation

  • Submission of a false affidavit to obstruct his housing request

  • Withdrawal of his official vehicle in November 2023, allegedly to harass him

The note reflects the officer’s grievances regarding his professional treatment and workplace challenges, highlighting a troubling mix of administrative pressure and personal distress.

Aftermath and Investigation

Authorities are investigating the circumstances surrounding Kumar’s death. The note and will provide critical insights into his state of mind and the allegations he made against senior officials. Family members and colleagues have expressed shock over the sudden incident, noting that Kumar was a highly respected officer in the Haryana police service.

The tragic event underscores growing concerns about stress and mental health issues among senior officers in high-pressure administrative roles. Police and government authorities have yet to release an official statement regarding the ongoing investigation.
