Rahul Gandhi’s ‘Dehradun Woman’ Remark Sparks Speculation
Congress leader Rahul Gandhi has intensified his attack on the Election Commission of India (ECI) and the BJP-led government over allegations of “vote chori”, adding a cryptic reference to a woman allegedly hiding in Dehradun. His remarks at an INDIA bloc press conference on Tuesday triggered speculation about the woman’s identity and her possible connection to controversies surrounding electoral-roll software.
Targeting Prime Minister Narendra Modi, Union Home Minister Amit Shah and Chief Election Commissioner Gyanesh Kumar, Rahul said those responsible for the alleged electoral irregularities would be brought to justice.
“It is our commitment to you that the people who have done this, PM Modi, (Amit) Shah, Gyanesh Kumar, the lady who’s hiding right now in Dehradun, and others are going to be brought to justice,” the Leader of the Opposition said.
Rahul did not identify the woman or provide details to substantiate the claim that she was hiding in Dehradun. However, the remark quickly drew attention from Congress supporters and political commentators, who speculated that he could be referring to Seema Khanna, the Election Commission’s director general (IT).
Why Seema Khanna’s Name Has Come Up
Khanna’s role in managing the Election Commission’s information technology systems has attracted scrutiny following an investigation by The Indian Express. The report highlighted objections raised by two Election Commissioners over the centralised control of electoral-roll software known as ERONet.
The platform allows election officials to manage and update voter records. Concerns were reportedly raised about whether Electoral Registration Officers (EROs), who have statutory responsibility for maintaining electoral rolls, had adequate access to the system.
Political commentator and Congress worker Vijay Thottathil suggested on social media that Rahul’s reference was likely directed at Khanna. AICC media coordinator Harmeet Kaur also questioned Khanna’s whereabouts and the extent of her control over Election Commission data.
These comments were suggestions by Congress-linked figures, however, and Rahul Gandhi did not explicitly name Khanna during his remarks.
Election Commission sources said Khanna had been stationed in Dehradun to oversee election preparedness in Uttarakhand, which is scheduled to go to the polls next year.
Who Is Seema Khanna?
Khanna joined the Election Commission on deputation in 2025. She previously worked with the National Informatics Centre (NIC). An M.Tech graduate, she holds a doctorate in information security from IIT Delhi.
As director general (IT), Khanna oversees the Election Commission’s technology systems, placing her at the centre of questions about how electoral-roll information is managed and updated.
Her name gained prominence after The Indian Express reported that two Election Commissioners had raised objections to various Election Commission decisions at least 14 times over a period of 10 months.
One major area of disagreement concerned access to electoral-roll software. According to the report, Electoral Registration Officers had complained that their access to the portal was restricted, raising questions about their ability to perform their legally assigned duties.

What Is the ERONet and ECINet Controversy?
Under the Representation of the People Act and the Registration of Electors Rules, Electoral Registration Officers are responsible for adding, correcting and deleting names on voter lists. Their work is particularly significant during the Special Intensive Revision (SIR) of electoral rolls.
The report said Election Commissioner Sukhbir Singh Sandhu had raised concerns in an internal note, stating that Khanna did not have the “legal authority to restrict complete access” to EROs. Sandhu also reportedly objected to not being informed about new modules and portals being developed by the IT division.
The concerns continued after ECINet was launched in January, bringing around 40 election-related portals together on a single platform.
The controversy centres on whether local election officials had sufficient, unrestricted access to correct errors and restore eligible voters’ names during the SIR exercise, which the supplied report says has resulted in more than 13 crore exclusions nationwide.
Vote Chori Row Intensifies Political Battle
Rahul Gandhi’s remarks have added a new dimension to the Congress-led Opposition’s campaign against the Election Commission and the BJP. The central issue remains allegations concerning electoral-roll management, transparency and the independence of election administration.
While Khanna’s role has come under political scrutiny, the allegations and speculation surrounding Rahul’s unnamed reference remain distinct from any established finding of wrongdoing.
The controversy is likely to remain part of the wider political debate as Opposition parties press for accountability over the SIR process and the management of voter data.
