Voters Target MLAs, Not CMs, Ahead of 2027 Polls

With Assembly elections approaching in Uttar Pradesh, Punjab and Uttarakhand in 2027, new survey findings point to an unusual political trend: voter dissatisfaction appears to be directed more strongly at sitting MLAs than at the state governments led by the chief ministers.

The findings from Vote Vibe’s State Vibe tracker show that nearly half of voters in Uttar Pradesh and Uttarakhand, and more than 45% in Punjab, are dissatisfied with their sitting legislators. At the same time, dissatisfaction with the respective state governments is either lower or almost evenly balanced with satisfaction.

The findings suggest that local candidate performance and accessibility could play a major role in determining the outcome of the upcoming Assembly elections.

Voters More Angry With Up MLAs

Uttar Pradesh recorded the highest dissatisfaction with sitting MLAs among the three states. According to the survey, 49% of respondents said they were dissatisfied or completely dissatisfied with their current MLA, while only 27.9% expressed satisfaction.

The Yogi Adityanath-led state government performed somewhat better, with 41.8% of respondents satisfied with its performance and 38.4% dissatisfied.

Unemployment emerged as the biggest issue for voters, cited by 23.1% of respondents. Farmers’ concerns, education and healthcare, inflation, and corruption also featured prominently.

The survey showed a close contest between the BJP-led alliance and the Samajwadi Party alliance in voting intention. The BJP-led alliance was ahead 41.8% to 38.7%, although perceptions of who would actually win were almost evenly divided.

Yogi Adityanath remained the preferred chief ministerial face, receiving 43.4% support, compared with 35.5% for Akhilesh Yadav.

Uttarakhand Shows Big MLA-Government Gap

Uttarakhand displayed an even clearer gap between perceptions of the state government and local legislators.

The Pushkar Singh Dhami-led BJP government recorded 39.1% satisfaction and 38.1% dissatisfaction. However, dissatisfaction with sitting MLAs was significantly higher, at 48%, while only 27.1% were satisfied with their representatives.

Unemployment topped the list of voter concerns at 20.7%, followed by education and healthcare at 18.9%. Inflation, women’s safety and law and order, corruption and basic infrastructure were other major issues.

The BJP maintained an advantage over Congress in voting intention, with 40.9% support compared with 36.7% for Congress.

Dhami was also the most preferred chief ministerial choice, followed by Congress veteran Harish Rawat.

Punjab Voters Focus On Drugs And Jobs

Punjab showed a similar pattern. While 40% of respondents were satisfied with the Bhagwant Mann government’s performance, 35.4% were dissatisfied.

For sitting MLAs, however, dissatisfaction reached 45.3%, compared with 32.2% satisfaction.

Drugs emerged as Punjab’s biggest concern, with 25.7% of respondents identifying it as the state’s main issue. Unemployment and migration followed closely at 24.3%.

The Aam Aadmi Party remained ahead in voting preference with 34%, followed by Congress at 30.2%. The BJP received 12.2%, while the Shiromani Akali Dal stood at 11.3%.

Bhagwant Mann was the clear preferred chief ministerial face, with 40.1% support, nearly twice the support for former chief minister Charanjit Singh Channi.

Why Are Voters Unhappy With MLAs?

Vote Vibe founder and political analyst Amitabh Tiwari attributed much of the dissatisfaction to the perceived inaccessibility of elected representatives.

According to the analysis, voters often complain that MLAs leave constituency-level work to relatives or associates while spending more time in state capitals. When people struggle to get their local problems addressed, dissatisfaction can build even if they remain relatively satisfied with the state government.

This could have important consequences for political parties preparing their candidate lists.

Parties may be forced to replace unpopular sitting MLAs in an attempt to reduce constituency-level anti-incumbency. However, replacing candidates can also create problems if denied-ticket aspirants rebel or work against the party.

Candidates Could Decide The 2027 Battle

The surveys indicate that the 2027 elections may not be determined solely by the popularity of chief ministers or state governments.

In all three states, voters appear to be separating their assessment of local MLAs from their views of the state government.

That makes candidate selection particularly important. A popular chief minister may not necessarily guarantee victory for an unpopular MLA, while a strong local candidate could potentially overcome wider political disadvantages.

With unemployment, drugs, healthcare, education and inflation dominating voter concerns, parties will need to address both state-level issues and constituency-level grievances.

As the elections draw closer, the key question for political parties may therefore be less about whether voters are angry with the government—and more about which sitting MLAs voters are ready to replace.
